PELLICULA FILM CLUB

The Pellicula Film Club was established at Shillong College in 2026 to provide a platform for students to engage with cinema as an art form, cultural medium, and means of creative expression. Recognizing the important role of film in reflecting society, culture, and human experiences, the Club seeks to foster a community of students interested in exploring and appreciating cinema. Through its activities, the Club aims to contribute to the cultural and intellectual life of the College while encouraging meaningful engagement with films from diverse traditions and perspectives.

Vision

Cinema is one of the most powerful artistic mediums through which stories, cultures, emotions, and ideas are shared. Through moving images, sound, and narrative, film has the capacity to entertain, educate, provoke thought, and inspire social awareness. From early silent cinema to contemporary filmmaking, the art of film has shaped the way societies understand themselves and the world around them.

The Pellicula Film Club envisions creating a vibrant community within Shillong College where students can engage critically and creatively with cinema. The Club seeks to cultivate appreciation for diverse forms of filmmaking—from classic world cinema to contemporary films—and encourage thoughtful discussion on the themes, techniques, and cultural significance of film.

The Club also believes that cinema can enrich education by encouraging critical thinking, aesthetic appreciation, and dialogue. By providing a platform for film screenings, discussions, and creative collaboration, the Club aims to nurture a culture of artistic curiosity and intellectual engagement among students.

Aims and Objectives:

The Club shall strive to bring together all those within the Shillong College fraternity who share an interest in cinema. Members may include students, teachers, office staff, alumni, and retired teachers. The Club shall function as a space where members can watch films, exchange ideas, analyse cinematic works, and explore creative possibilities.

a. To promote appreciation and understanding of cinema among students.

b. To organize regular film screenings from diverse cultures, genres, and cinematic traditions.

c. To encourage critical discussion, interpretation, and analysis of films.

d. To develop students’ understanding of film language, storytelling, and cinematic techniques.

e. To provide opportunities for students interested in filmmaking, visual storytelling, and related creative pursuits.

f. To cultivate creativity, collaboration, and cultural awareness through cinema.

g. To organize film-related events such as discussions, workshops, festivals, and guest lectures.

h. To encourage students to explore film criticism, film studies, and media literacy.

i. To use cinema as a medium for social awareness, cultural dialogue, and intellectual reflection.

j. To build a vibrant community of students, teachers, alumni, and staff who share an interest in cinema.

5. Constitution / Bye Laws: The Club shall function in accordance with the Constitution and Bye-Laws of The Pellicula Film Club, Shillong College, as approved by the College authority. The Constitution outlines the Club’s vision, objectives, organizational structure, membership regulations, management procedures, amendment provisions, and dissolution process.

1. Organization Structure

The Club shall have the following posts as Office Bearers:

1. President
2. Vice President
3. General Secretary
4. Assistant Secretary
5. Treasurer
6. Executive Members (12)

The Office Bearers shall form the Executive Committee of the Club.

The above-mentioned posts shall be assumed by members elected or nominated by the Arts & Culture Committee. No member shall hold office for more than two (2) years, except with special permission of the General Body of the Club.

Any office bearer failing to attend four (4) consecutive meetings of the Executive Committee without valid reason shall forfeit the post he/she holds.

In case of a vacancy, the Executive Committee may co-opt a member to fill the position.

2. Management

The Principal of the College shall be the Ex-Officio President of the Club.

The Office Bearers shall manage the general affairs of the Club including:

1. Admission of members.
2. Organizing film screenings, discussions, workshops, and events.
3. Maintaining discipline, mutual respect, and ethical conduct within the Club.
4. Maintenance of equipment and resources used for screenings and activities.
5. Maintenance of records, membership fees, and reports of activities.
6. Conducting regular meetings of the Executive Committee whenever required.

A meeting shall have a quorum of two-thirds (2/3) of the Executive Committee.

3. Authority to Execute Documents

1. The authority to execute documents shall rest with the General Secretary together with the President of the Club, who shall serve as signatory representatives.
2. Communiqués such as notices, letters, invitations, and official correspondence shall be valid within and outside the College only after being reviewed and signed by the authorized signatories.
3. In financial matters, any transaction shall be executed by the General Secretary and Treasurer, only after approval by the Executive Committee.

4. Membership

1. Membership of the Club shall be open to all bona-fide Undergraduate (UG) and Postgraduate (PG) students of Shillong College. All members of the Club shall have to be current students and must have their names enrolled as students admitted by the College authority.
2. The Club may also extend associate membership to alumni, faculty members, office staff, and retired teachers of the College.

5. Admission of Members

1. Every eligible individual shall become an associate member of the Club upon filling out the prescribed membership form.
2. A screening or interview process may be conducted by a board constituted by the Executive Committee once a year for admission of active members.
3. A membership fee may be collected from each member annually.

6. Cessation of Membership

Membership shall cease by:

1. Death.
2. A student member taking a Transfer Certificate from the College.
3. Completion of studies without becoming a member of the Alumni Association.
4. Removal or dismissal from the College.
5. Expulsion as defined in Bye-law 11.

7. Expulsion of a Member

The power of expulsion shall rest solely with the Principal of the College.

8. Amendment of Bye-laws

Any of these bye-laws may be altered, rescinded, or new bye-laws may be framed at a General Meeting of the Club by giving one month’s notice to all members.

Any amendment must be ratified by a two-thirds majority of members present and formally signed by the President.

9. Dissolution

All matters of the Club may be wound up with the approval of the Principal of the College upon a resolution carried by not less than three-fourths of the members present at a specially convened General Meeting.
